Aluminum becomes the main force for China's exports

【China Aluminum Network】Recycled aluminum is an energy-saving, environmental-friendly and labor-intensive industry. Compared with electrolytic aluminum, the energy consumption is less than 5%. According to industry association research, the industry value of renewable aluminum is RMB 0.7-0.9 tons of standard coal energy consumption. , is 30% of the average level of 2.59 tons in China. In the "Eleventh Five-Year Plan" of China that was introduced not long ago, it was clearly stated that "we must establish a number of demonstration projects for reclaimed aluminum with a capacity of over 300,000 tons." A little-known industry is attracting people's attention. The main force of aluminum exports The raw material of recycled aluminum is aluminum scrap, and the product is cast aluminum alloy [colored opportunity: density of aluminum alloy], that is, "unwrought aluminum alloy" in China's commodity classification tax. According to the information provided by the Recycling Metals Branch of the China Nonferrous Metals Industry Association, the export of recycled aluminum accounts for about 85% of the export volume of unwrought alloys, and all of them are processed in the form of processing trade. Only in the first half of 2005, export tariffs on unwrought aluminum alloys were increased by 5%, resulting in a significant decline in exports of recycled aluminum. Last year, the export of recycled aluminum resumed its growth. From January to October, the export volume reached 274,300 tons, accounting for 87.47% of the export volume of unwrought aluminum alloys. Various arguments cannot withstand scrutiny. As for the recycled aluminum industry, 2005 is not a normal business year. Affected by the state's 5% export tariff on unwrought aluminum alloys, exports of recycled aluminum have dropped by 38% compared with 2004. If the export volume in 2007 compares with 20,000 tons in the same period in 2004, the increase is only 42%, which is a normal recovery. Therefore, the increase in the export volume of unwrought aluminum alloys, mainly consisting of recycled aluminum, was normal, and there was no problem of exporting electrolytic aluminum as a phase change that was originally worried. As a non-wrought aluminum alloy, the export tax rebate was cancelled together with electrolytic aluminum in 2005, and an additional 5% export tariff was imposed. After an in-depth investigation by the ministries and commissions of the Ministry of Finance and the National Development and Reform Commission, the State Council approved the cancellation after six months. Increased 5% export tariff policy. After this policy adjustment, the relevant government departments realized that different characteristics of recycled aluminum and electrolytic aluminum and the significance of maintaining the stable development of the recycled aluminum industry. Therefore, in the further national regulatory policies last year, the recycled aluminum industry was not affected any more. New areas of circular economy Recycled aluminum is an energy-saving, environmental-friendly, labor-intensive industry. Compared to electrolytic aluminum, the energy consumption is less than 5%. According to industry association research, the industry value of RMB 10,000 for the recycled aluminum industry is 0.7 to 0.9 tons of standard coal, which is the average level in China. 30% of the 59 tons of plutonium; the emission of pollutants was reduced by more than 97% compared to electrolytic aluminum, and the recycled aluminum industry and related industries provided at least 600,000 jobs. The recycled aluminum industry is suitable for China's national conditions. Its development has been highly valued by the country and it has been listed in the key areas of China's circular economy construction. China's recycled aluminum is a young industry. The domestic waste aluminum recycling period has not arrived yet, and the market demand for recycled aluminum is also being cultivated. The domestic market alone cannot achieve the reasonable scale required for modern production. Therefore, more than half of China's waste aluminum is currently being solved through imports, while about 15% of its products are exported. In recent years, China's recycled aluminum industry has rapidly increased its industrial scale and technology level with the aid of the international market. For example, Shanghai New Grid Nonferrous Metals Co., Ltd., built China’s regenerative aluminum plant with a capacity of 300,000 tons of modernization in 2005, and was listed by the state as a pilot enterprise for recycling economy. China Aluminum Corporation's 200,000-ton aluminum recycling project in Qingdao will also be completed in 2007. The degree of concentration and clean production of the recycled aluminum industry are improving significantly. In the past, the “small, scattered, and chaotic” industries are improving. Only after these modern reclaimed aluminum plants are fully developed, those backward, primitive, and environmentally polluting small workshops can be eliminated. In the current environment, the recycled aluminum industry urgently needs a stable development space. If the tariffs and other policies are suddenly adjusted, these recyclable aluminum companies will first be affected. If they withdraw from the international market and the domestic market cannot accommodate them, they will face the fate of being forced out of the market by the workshop-type enterprises, and have established the resources control over the international waste aluminum market. The initiative will also be seized by Japan, South Korea, India and other countries. This will have a catastrophic impact on the recycled aluminum industry at a critical period of industrial upgrading. For the recycled aluminum industry, scale is the basic guarantee for modernization. After years of efforts, China's large-scale reclaimed aluminum enterprises have established a global procurement network for waste aluminum resources, which has certain advantages, environmental protection, product quality control is also better, can be both domestic and foreign sales, do not take up domestic resources , Do not squeeze in account of the domestic market conditions, provide a lot of employment opportunities and taxes. If you lose the international market at this time, the company will immediately lose its scale support. Under the circumstances that China's waste recycling system is still not perfect, enterprises cultivate the domestic market and shift their business focus to the process that requires at least 5-10 years in China.
