The emergence of network monitoring creates a new chapter for prison management

In the modern prison management work, video surveillance has become a very important auxiliary measure. It plays an increasingly important role in strengthening the level of security prevention and control of prisons, fair law enforcement, civilized management, and prevention of emergencies. As a result, many prisons have increased the level of supervision through the construction of video surveillance systems. As the prison administration of the higher authorities, how to make full use of these video resources, control the real-time conditions of prisons, and realize remote dispatching and emergency commanding are problems that need to be considered.

The Fujian Provincial Prison Administration is supported by modern information technology, adopts the latest information technology, and builds a networked monitoring system that is controlled by the Provincial Prison Administration, prisons, and prisons. The network monitoring system is built to cover the entire province’s prison system. The sharing of information resources, the standardization and harmonization of the unified information network framework system and the prison security prevention (technical defense) system have taken a big step toward further promoting the construction of prison informationization and improving the level of prison law enforcement and management.

Question: How to "visit the scene" for the first time

The Fujian Provincial Prison Administration has a total of 20 prisons under its jurisdiction. With the increasing emphasis on the informationization of prisons and other regulatory sites in recent years, many prisons in Fujian Province have carried out a certain amount of video surveillance applications and achieved good results. However, the video surveillance systems in these prisons are basically constructed in a separate manner. They only undertake security tasks in their respective key areas of the prison and do not interconnect with the prison authority.

However, with the continuous advancement of the overall level of our prison management, this model has been difficult to meet the actual needs. For the Fujian Prison Administration, video surveillance has not only taken out of the needs of various prisons for security and prevention. It is the first time, such as “in person at the scene”, to grasp the status of various prisons and realize large-scale, unified command and centralized management. The necessary means to quickly handle emergencies. To achieve this goal, only network monitoring "one way."

There are several key issues in this. The first problem is the transformation and upgrading of the original monitoring system in each prison. In some prisons, the video surveillance system was built earlier and the scale of construction was also smaller. It was necessary to upgrade its functions and performance.

The second is cross-regional networking. Various prisons are scattered throughout the province, how to achieve a large-scale cross-regional networking, build a provincial prison vertical network system, will be distributed in the provinces across the prison monitoring system and the provincial bureau to connect, to achieve with the subordinate prison monitoring center Inter-platform communication between platforms completes the scheduling of audio and video resources for lower-level prison surveillance systems.

The other is the compatibility of different systems. The original monitoring system in each prison is not a unified construction, and the standards adopted are not the same. Some prisons still adopt the DVR model. How to seamlessly link these different systems with the provincial monitoring platform is another challenge facing the Fujian Prison Administration.

To cross these "barriers", we must choose a powerful solution. In the end, the Fujian Prison Administration chose to deploy the H3C iVS intelligent IP monitoring platform to accomplish this goal.

Network monitoring, mastering on-site "first-hand" data as the core of the province's networked video surveillance system, Fujian Prison Authority deployed H3C's iVS intelligent IP monitoring platform at the provincial bureau's monitoring and command center. The system consists of a monitoring management server, IPSAN network video equipment, and corresponding management clients and decoding equipment. Through the province’s prison vertical network system, cross-domain communications with various subordinate prison monitoring center platforms are realized, and the scheduling of audio and video resources for subordinate prison monitoring systems is completed.

At the same time, the Fujian Prison Administration completed the construction of a “digital prison project” in seven prisons in Fucheng, Cangshan, Fuqing, Putian, Xiamen, Zhangzhou, and Ningde using the iVS monitoring system. In these prisons, monitoring and management servers and IPSAN network video recording devices are deployed, and corresponding management clients and decoding devices are configured to serve as the core of each prison video surveillance system, and to realize the scheduling of audio and video resources within the prison surveillance system.

Since the iVS intelligent monitoring system can fully utilize the IP network for data transmission, the prisons can upload video resources to the Provincial Prison Administration through the wide area network with the Provincial Prison Administration to achieve remote dispatch and emergency command. In order to adapt to the WAN bandwidth scarcity situation, the lower level prison monitoring system has specially deployed a media exchange server to realize the functions of streaming media forwarding and trunk management, so as to ensure the smooth transmission of the picture on limited bandwidth resources.

In conjunction with the three prisons in Quanzhou, Fuzhou and Longyan that had been completed in the previous period, the Fujian Prison Administration has achieved the video surveillance network and management of the above ten prisons through the provincial prison's vertical network system, which meets the provincial bureau's daily duty and emergency command management. Demand. In practical applications, the provincial bureau command center can use the provincial GIS GIS system to flexibly and intuitively call the real-time picture and historical video of any surveillance point of any prison, and can control the pan/tilt and camera of any camera, and can realize the prison alarm. The linkage with the provincial center has greatly improved the informationization level and management efficiency of prison management in the province.

As a result, the Fujian Prison Administration Bureau seems to have a pair of “telescoped eyes” that can see any corner of each prison, providing more “first-hand” information for prison management work. Next, the Fujian Prison Administration also plans to connect the remaining ten prisons in the province to this video surveillance system and truly realize the large-scale networking and unified management of video surveillance in the province's prisons.

Flexible and open to enhance the application value The deployment of the network monitoring platform of the Fujian Prison Administration has not only increased the level of management of subordinate prisons, but also laid a solid foundation for the development of follow-up in-depth applications such as emergency command.

We know that prison management is part of the administration of justice. If necessary, the Provincial Prison Administration Bureau needs to provide feedback on the status of the prison to the higher authorities in a timely manner. This will help the multi-units to make unified arrangements and coordinate handling. Therefore, the provincial bureau monitoring platform must not only be able to call the lower-level video resources, but also reserve the “export” for the upper-level platform calls.

At this point, H3C's iVS has fully leveraged the flexible and intelligent nature of IP monitoring to easily complete this "mission." The system can upload video resources to the Judicial Office/Department of Justice through the Judicial Special Network and realize the remote dispatch and emergency command of the superior department. In addition, the monitoring platform deployed in the Provincial Prison Administration Bureau also reserved the interface of the conference television system. The subsequent deployment of the conference television system can be achieved through the integration of video and surveillance, in the emergency command to call on-site images to achieve remote scheduling and emergency command.

In addition, thanks to the good openness of the iVS intelligent IP monitoring platform, Fujian prisons’ video surveillance systems have been tightly integrated with other security systems such as prison access control and GIS, enabling data interaction and linkage, thereby further enhancing the overall security management of prisons. Level. These are the extra benefits obtained after the monitoring platform is deployed.

Concluding remarks In recent years, with the aim of promoting the construction of prison security, realizing the modernization of prison security, and maintaining social stability, it is particularly important to improve the overall level of prison security in China. The Ministry of Justice carried out layout adjustments and transformations for the national prisons, and strived to create modern intelligent prisons, emphasizing the realization of the information transmission network, the digitization of information resources, the popularization of information technology, and the intelligence of information management.

The network monitoring application of the Fujian Prison Administration is an important step in the process of vigorously advancing prison informationization and improving the level of law enforcement and management in prisons. It has played a very important role in promoting the information sharing of the political and legal departments, ensuring the security and stability of prisons, realizing the rule of law, and strengthening the science and technology. It is of great significance.
