On the morning of May 21, the fourth session of the Standing Committee meeting of the 14th National People's Congress was held. Bai Hongzhe, director of the Standing Committee of the Municipal People's Congress, chaired the meeting. Deputy Directors Zhou Changsong, Zhao Mingen, Zhao Wu'an, Wang Guangcan, Wang Guixin, Fan Qiang, and Secretary General Wang Fusong attended the session.
The meeting reviewed a report on science and technology innovation in the city. Currently, there are 342 high-tech enterprises in Zhengzhou, accounting for 36% of the province’s total. As part of its strategic plan, the city aims to cultivate 20 high-tech industrial parks and 10,000 technology-based enterprises by 2018, with the goal of achieving 1 trillion yuan in sales revenue from high-tech industries.
A construction plan for high-tech industrial parks is set to be launched, focusing on areas such as the High-Tech Zone, Airport Economic Area, and Jinshui Science and Technology Park. Over the next five years, the city plans to build 20 distinct high-tech industrial parks and develop 20 large-scale, specialized projects. These efforts aim to form 3 to 5 globally recognized R&D clusters and innovation chains, positioning Zhengzhou as a key driver of industrial development.
Zhengzhou will also increase investment in research and development. Within five years, the city plans to establish 1,000 R&D centers and 10 industry-focused innovation institutes, while implementing 100 major technological innovations.
This year, the city is aiming to exceed 100 billion yuan in investment in industrial projects. The meeting also heard a report on the transformation and upgrading of the industrial sector. In the first four months of the year, the city’s strategic industries saw a growth of 41.08 billion yuan, making up over 40% of the city’s industrial output.
To accelerate industrial transformation, Zhengzhou is actively developing "four batches" of enterprises and projects. This includes expanding key enterprises to boost efficiency, improving the quality and profitability of selected companies, accelerating the completion of ongoing projects, and supporting small and medium-sized enterprises to promote industrial upgrades.
In this year’s investment promotion efforts, Zhengzhou will focus on four key business clusters: electronic intelligent terminals, automobiles, equipment manufacturing, and new materials. The city will target regions such as the Pearl River Delta, Yangtze River Delta, and Bohai Sea, as well as top 500 global and domestic enterprises. The goal is to secure over 100 billion yuan in industrial project investments throughout the year, laying a strong foundation for the city’s industrial transformation and upgrading.
