What is telemedicine?

Telemedicine refers to a brand-new medical service that combines computer technology, communication technology, and multimedia technology with medical technology to improve diagnostic and medical standards, reduce medical expenses, and meet the health needs of the general public. At present, telemedicine technology has evolved from initial television monitoring and tele-distance diagnosis to the use of high-speed networks for the integrated transmission of digital, video, and speech, and real-time communication of voice and high-definition images, providing applications for modern medicine. A broader space for development. The development of foreign countries in this field has a history of more than 40 years, and China has only received attention and development in recent years.

Telemedicine mainly has the following four characteristics:

1. The use of telemedicine in appropriate locations and home health care can greatly reduce the time and cost of transporting patients.

2. Emergency medical services in remote areas can be well managed and distributed. This can be achieved by transferring photos to key medical centers.

3, doctors can make breakthroughs in the geographical limits, share the patient's medical records and diagnostic photos, which is conducive to the development of clinical research.

4, can provide better medical education for medical personnel in remote areas.

In general, the huge expansion of telemedicine applications can greatly reduce the barriers for patients to receive medical treatment, because geographical isolation is no longer a medically insurmountable obstacle.

On March 24th, in order to implement the relevant work plan of the Third Plenary Session of the 18th CPC Central Committee on the principle of “Making full use of information technology and promoting the vertical flow of quality medical resources”, as well as the reform of the medical and health system and the promotion of information consumption to expand domestic demand. After soliciting opinions from relevant departments and local governments, the National Development and Reform Commission and the National Health and Family Planning Commission decided to organize and carry out the pilot project of the provincial hospital's cooperative telemedicine policy.

The pilot work will focus on the policy and environmental barriers that hamper the development of telemedicine in China. We will study and formulate relevant policies, mechanisms, and regulations that apply to the development of telemedicine in terms of operational norms, responsibility recognition, incentive mechanisms, fees, and medical expenses reimbursement for telemedicine. And standards, explore market-based telemedicine service models and operational mechanisms, build an overall environment conducive to telemedicine applications in local areas, verify and improve various policies, and provide practical foundations and experience for the promotion and application of telemedicine throughout the country.

China will increase its efforts to promote telemedicine

In January of this year, lifewatch, a well-known remote heart monitoring service provider in Switzerland, announced the signing of a memorandum of understanding with China Telecom, which means that China Telecom will launch the world's first medical diagnostic mobile phone produced by lifewatch; in March, Huawei was at the 2014 Mobile World Congress. The telemedicine solution was presented to the operator's customers, expressing their determination to solve the problem of difficult medical care for the common people and more difficult to see the famous doctors. It can be said that the tremendous potential of telemedicine has stirred the integrated market of the communications industry and the medical industry.

“80% of medical and health resources in China are distributed in large and medium-sized cities, and 80% of high-quality medical resources in large and medium-sized cities are concentrated in major hospitals.” In this regard, the former member of the CPPCC National Committee and the former vice president of the PLA General Hospital Li suggested that accelerating the advancement of telemedicine services to benefit the people's projects should enable high-quality medical resources to benefit patients in more areas.

FAN Li said: “The government work report proposes that the masses can enjoy high-quality medical services in their immediate vicinity. The implementation of telemedicine services can not only promote and improve the medical level of small hospitals in remote areas, but also save thousands of miles of treatment speedy and effective. Patients and relieve their financial burden."

FAN Li said that in the development of telemedicine in China, the strong support and correct orientation of the country and relevant competent authorities are of utmost importance. It is recommended that the cost of telemedicine consultations be incorporated into the overall management of medical insurance through gradual trials.

Another Stewart expects that in 2014, electronic consultations will reach 100 million, of which 75 million from North America, can save the global medical market 3 billion US dollars.

Zhao Feng, a senior health expert at the World Bank, once stated that medical e-health is an inevitable direction for the development of medical services and can fundamentally solve the problems of high medical costs, lack of medical resources, and uneven distribution.
