On the afternoon of May 9, 2013, the Tianjin Science and Technology Development Strategy Think Tank was officially established, marking a significant step in the city's efforts to promote innovation-driven growth. A key expert forum was also held on the same day, bringing together leading scholars, government officials, and industry experts to discuss the future direction of science and technology development in Tianjin.
Zhu Liping, a member of the Standing Committee of the Tianjin Municipal Committee and Secretary of the Municipal Party Committee's Education Committee, attended the event and delivered an important speech. He emphasized the strategic importance of the newly formed think tank in advancing the city's vision of becoming an innovative hub. Zhu highlighted that the think tank would play a crucial role in implementing an innovation-driven development strategy, accelerating the building of an innovative city, enhancing the overall strength of science and technology, and promoting high-quality economic and social progress.
He called on the think tank members and experts to take their responsibilities seriously, align their work with national strategies and local priorities, and actively engage in forward-looking research. Zhu encouraged them to provide valuable policy recommendations and support decision-making processes. He stressed the need for strategic research to be forward-thinking, long-term oriented, and globally connected. The research should also be inclusive, with a well-structured and efficient system to address pressing challenges affecting both the economy and people’s livelihoods.
Moreover, he urged the think tank to maintain openness by leveraging both domestic and international expertise to enhance the quality of advisory services. Practicality was another key point—research should focus on grassroots issues, identify real problems, and offer actionable solutions. To support this mission, the Tianjin Municipal Science and Technology Commission was encouraged to listen closely to expert opinions, allocate sufficient resources, and facilitate domestic and international exchanges and collaborations.
During the meeting, officials from the Tianjin Science and Technology Commission introduced the composition of the think tank's expert panel and outlined its current priorities. A formal appointment ceremony was held for new consultants and advisors. Participants shared insights on the development of small and medium enterprises (SMEs) in the city and the progress of science and technology innovation projects at local universities, reflecting the think tank’s commitment to addressing real-world challenges through collaborative and evidence-based approaches.
