In a recent development, the Gansu Provincial Government's press office held a press conference to unveil the "Gansu Provincial Emergency Preparedness Plan for Production Safety Accidents." The plan outlines key aspects such as the classification of accident severity levels and the structure of the emergency command system. This initiative aims to enhance the province’s preparedness and response capabilities in the face of potential industrial accidents. Gan Xiaodi, deputy director of the Gansu Provincial Safety Supervision Bureau, emphasized that according to the new plan, major production safety incidents are expected to occur in the future. When an accident is reported, immediate actions such as evacuation and self-rescue efforts will be initiated to ensure the safety of affected individuals. The revised plan, released on November 14, includes detailed provisions for various forms of emergency support. These include emergency team coordination, financial protection, medical assistance, supply management, transportation logistics, communication backup, equipment availability, technical support, and more. All these elements are designed to ensure a swift and effective response to any incident. The plan categorizes emergency responses into different levels based on the severity of the incident. It includes four main categories: particularly major, major, larger, and general production safety accidents. Each level comes with specific protocols and required actions to manage the situation effectively. According to the plan, in the event of a major or particularly serious production safety incident, local governments must act quickly by reporting the incident and organizing evacuations, self-rescue, and mutual aid efforts. They are also required to mobilize emergency resources within their jurisdiction and implement necessary control measures to prevent further escalation. Additionally, the plan mandates that the affected unit report the incident to the local government and the safety supervision department within one hour. For particularly major and major accidents, the report must be directly submitted to the Provincial Work Safety Administration within the same timeframe. Prompt information gathering about the accident and casualties is crucial to facilitate effective rescue operations. Min Xiaodi highlighted that after an incident, it is essential to provide proper care and condolences to the injured and the families of the victims. Efforts should be made to settle affected personnel, compensate for losses, manage requisitioned materials, clean up pollutants, and carry out rehabilitation and reconstruction work. The goal is to restore normal production and living conditions as soon as possible. Furthermore, the plan requires thorough accident investigations and emergency assessments to learn from the incident and improve future responses. It is worth noting that this is the first revision of the plan since 2005. The updated version consists of ten key sections, covering working principles, accident classification, command structures, prevention and early warning systems, incident reporting, emergency response procedures, coordination mechanisms, post-incident handling, safeguard measures, and other related matters.
