In a recent development, the press office of the Gansu Provincial Government organized a press conference to unveil the "Gansu Provincial Emergency Preparedness Plan for Production Safety Accidents." This comprehensive plan outlines key aspects such as the classification of accident severity levels and the structure of the emergency command system. The goal is to enhance preparedness and response efficiency in case of major safety incidents. Gan Xiaodi, deputy director of the Gansu Provincial Safety Supervision Bureau, emphasized that according to the updated plan, major production safety accidents are expected to occur in the future. In the event of an incident, prompt reporting is crucial, followed by immediate evacuation and self-rescue efforts. The plan also highlights the importance of organizing timely responses to minimize risks and protect lives. Released on November 14, the revised "preplan" includes detailed provisions for various safeguard measures, including emergency team support, financial protection, medical assistance, material security, transportation logistics, communication systems, equipment availability, technical resources, and more. These elements are essential for ensuring a coordinated and effective emergency response. The plan categorizes emergency responses into different levels based on the severity of the incident, ranging from "particularly major" to "general" production safety accidents. Each level comes with specific protocols and responsibilities assigned to relevant authorities to ensure an appropriate and timely reaction. According to the plan, in the case of a major or particularly serious production safety incident, local governments must act swiftly to report the situation, organize evacuations, and initiate self-rescue and mutual aid operations. Emergency resources should be mobilized immediately, and necessary control measures must be taken to prevent further escalation of the crisis. Additionally, the plan mandates that the affected unit must report the incident to the local government and safety supervision department within one hour. For particularly major and major accidents, direct reporting to the Provincial Work Safety Administration is required within the same timeframe. Prompt information gathering about the accident and casualties is vital to support subsequent rescue efforts. Min Xiaodi highlighted the importance of post-incident management, including providing proper care and condolences to injured individuals and their families. Efforts should be made to manage personnel resettlement, compensation for victims, reimbursement for requisitioned materials, pollution cleanup, and overall recovery and reconstruction. These steps are crucial for restoring normal production and daily life as quickly as possible. It is worth noting that this is the first revision of the "preplan" since 2005.
