2 Design Principles of the Index System The design principles of the index system include: guidance, system, science, objectivity, operability, dynamics, and stability. The selection of indicators in the evaluation index system must be scientific, reasonable, and objective. It should fully reflect the characteristics of the evaluation system that are different from other systems. In the consideration and selection of indicators, the above-mentioned indicator system design principles should be used. Specifically, the following aspects should be achieved: (1) The selected indicators must be able to accurately and prominently reflect the characteristics of the system, and have important implications for the evaluation results. The key to seizing the problem while considering the evaluation system system is to screen out the main influencing factors and construct a clear, concise and clear indicator system.

3 The establishment of the index system The construction of the evaluation index system is a “concrete-abstract-concrete” dialectical logical thinking process. Based on the census of hazardous chemical processes in the enterprise, combined with the situation of the chemical industry, important evaluation indicators with typical representative significance were selected as the research object, through theoretical analysis, system analysis, expert consultation, and secondary data analysis, with reference to domestic and foreign research. Results, comprehensively absorb, summarize, reorganize, add or delete existing evaluation indicators, remove those factors that have weak influence and have little effect, and then study and analyze the relationship between major factors, thus establishing a petrochemical enterprise process risk assessment index system for hazardous chemicals. The index system is divided into two parts, which are the dangerous part of the process and the safety compensation part. The inherent risk of the process is again three levels. The first layer is the target layer, reflects the inherent risk of the company's dangerous process, and the second layer is the criterion level, which is to measure the dangerous chemical process from four aspects of materials, process parameters, safety control and equipment. 4 Rationality Analysis of Indicator System (1) Relative to Dow Chemical Fire Explosion Index Method and ICI Monde Method, the index system established in this paper is more detailed in terms of process parameters, safety control, and safety management compensation, and is considered more comprehensive. Science, especially the addition of process safety management compensation, is not available in the first two approaches. The evaluation index system involved in this paper can be better applied to the safety status assessment.

(2) When considering the inherent danger of the process, this article focuses on the inclusion of safety control indicators, and these indicators are only used as a compensation in the Dow Chemical and Munde method. The reason for this is mainly due to the State Administration of Work Safety's emphasis on the management of 15 kinds of dangerous chemical processes, requiring companies to introduce automatic control systems to the devices in order to reduce the probability of risk occurrence. Therefore, this article considers the safety control system as a fixed part of the process and incorporates it into the inherent danger of the process.

5. Conclusions After investigation and research, it has been found that there is currently no safe assessment method for assessing the risk grade of dangerous chemical processes in petrochemical enterprises in China.
